Meeting of National Council for Integration of Persons with Disabilities
On April 21, 2016 at the Ministry of Labour and Social Policy (MLSP) a meeting of the National Council for the Integration of Persons with Disabilities (NCIPD) was held whereas National Alliance for Social Responsibility (NASO) participated as a regular member. Lazar Lazarov, Deputy Minister of Labour and Social Policy, opened the meeting and presented the agenda that included a discussion of the draft Law on Natural Persons and Support Measures (supported decision making). Verginiya Micheva, Deputy Minister of Justice, experts from MLSP and other governmental institutions, representatives of national organizations of and for people with disabilities also attended the meeting.
Deputy Minister Lazarov presented the draft Law on Natural Persons and Support Measures that aims to harmonize Bulgarian legislation with Article 12 of the UN Convention on the Rights of Persons with disabilities. Ms. Micheva pointed out that the draft was prepared within an interdepartmental working group whose work started in 2012 and having in mind the long period of the law delay its completion is due. Participant presented different points of view and statements aimed to minimize as much as possible the opportunities of abuse and violation of the rights of persons with disabilities and intellectual disabilities. The discussion defined a timeframe for the draft law acceptance as well.
