Meeting on Support for Capacity Development of NASO’s Members in Targovishte Region
On November 17, 2015, in the city of Targovishte, a meeting on the topic “Support for the capacity development of NASO’s members in the region of Targovishte”, organized by the Targovishte Association for Mental Health, representation of National Alliance for Social Responsibility (NASO) in the region of Targovishte, was held. Representatives of NASO’s member – organizations from all five municipalities in the region took part in the happening. Dr. Elena Marinova, Chairperson of the Targovishte Association for Mental Health, and Georgi Georgiev, President of NASO, welcomed the participants. Dr. Elena Marinova stressed the importance of NASO’s presence in the municipalities and its contributions to developing better partnerships between all institutions and organizations dedicated to the implementation of active local social policies.
Each organization presented their portfolio, vision for development and marked future planned activities by placing an accent on the need of support by NASO. The topic on planning social services on regional and local levels was discussed in a great detail. Everybody agreed that the planning process should not be a formal administrative act. The integrated approach supposes the involvement of all stakeholders, i.e. social service providers, NGOs, municipalities, institutions, the service users themselves as well as local experts. The active participation and cooperation guarantee that the planned for the next five years social services and activities will correspond to the real needs of the people. In this respect, the regional members of NASO decided to initiate meetings in all five municipalities in the region, to which not only municipality representatives were to be invited, but also a wide range of organizations, social service providers, experts, NGOs, active citizens, cultural and educational institutions. The aim of these meetings would be to combine all resources available in the local communities, which could be involved in partnerships for effective local social policies. This approach is entirely in line with NASO’s mission to bring together, motivate and support business and non-profit entities, municipalities, municipal and regional structures and organizations through the provision of national and international partnerships and opportunities for a socially responsible behavior, policies and activities in support of different social communities in order to enhance the quality of life and the social development of Bulgaria.
The problem related to the lack of funding of the newly created Complexes for Health and Social Services, as the one established in Targovishte, as well as the need for accelerating the work on the development and adoption of the new Law on Social Services was also broadly discussed. Mr. Georgiev reminded that NASO is a participant in the national working group on the elaboration of the new law and asked all participants for an active stand during its public discussion.
Zlatka Ivanova, Director of the Complex for Mental Health Care in Targovishte and regional representative of NASO, presented the funding possibilities through instruments of the EU Operational Programs, the state budget as well as of other programs. The regional structure of NASO in Targovishte adopted a work program for 2016, including three main objectives: establishment of partnerships on a local level, active support for increasing the capacity of social service providers and other stakeholders, and broadening of the scope of its structure through attracting new members and creating a network of supporters and volunteers. Within his visit, the President of NASO attended the Complex for Mental Health Care in Targovishte and conducted a meeting with the newly elected Mayor of the Municipality of Targovishte, i.e. Dr. Darin Dimitrov, as well.
